桑国卫
1941年11月生。1966年9月参加工作，研究生学历，中国工程院院士。历任国家药品监督管理局副局长、国家药典委员会秘书长、中国药品生物制品检定所所长、中国生物制品标准化委员会主任委员、世界卫生组织药品质量控制研究与培训合作中心主任、中国工程院医药卫生学部副主任、农工党中央副主席。第七届、八届、九届全国政协委员。第十届全国人大常委会委员、全国人大教育科学文化卫生委员会副主任委员，十一届全国人大常委会副委员长，农工党中央主席。

张晓强
1952年12月生。1969年参加工作。1982年进入国家计划委员会工作，曾任国家计划委员会外资司副处长、处长；广州市计划委员会副主任。1992年任国家计划委员会外资司副司长。1994年1月任中国驻美国大使馆经济参赞。1995年7月后历任国家计划委员会外资司司长，国家发展计划委员会副秘书长、秘书长。2003年11月起任国家发展和改革委员会副主任、党组成员。

杨胜利
1941年出生，江苏太仓人。1962年毕业于华东理工大学。医药生物技术专家，中国工程院院士。现任中国工程院医药卫生学部主任，中国工程院主席团成员，中科院生命科学院研究员、国家高技术生物与现代农业技术领域专家委员会委员，上海交通大学系统生物学研究所所长、系统生物医学研究中心学委会主任，中国生物工程学会理事长。从1991年起享受国务院特殊津贴，1993年起享受上海市特殊津贴。
Alfredo Aguilar
Alfredo Aguilar is at the European Commission, DG Research, since 1986. His job involves preparation; implementation and follow up of the EC Research Framework Programmes and be at the interface between research and other Community policies. He is the Head of Unit for Biotechnologies, and his main objective is to promote the so-called KBBE (Knowledge-Based Bioeconomy in Europe) through the R&D activities in Biotechnology in FP7. Prior to this, Aguilar was the Head of the INCO (International Cooperation) Programme; Head of Unit for Biotechnology and Applied Genomics; Head of Unit of "The Cell Factory" and Head of Unit of Demonstration Projects in Life Sciences.
Aguilar has a PhD in Chemistry (Biochemistry). He is an Associate Professor of Microbiology at the University Complutense of Madrid and prior to this at the University of León. He has carried out research at postdoctoral level for several years at the John Innes Centre (Norwich, UK) and at the Institut für Zellbiologie, Eidgenössiche Technische Hochshule, ETH (Zurich, CH). He also worked as manager at the Chemistry R&D Department, Lever Ibérica (Unilever), Aranjuez, E.
He has 3 Japanese patents, more than 100 publications on science management and science policy in Europe and around 85 scientific publications on international journals, books, patents, etc., on experimental research prior to his incorporation to the EC.
Alfredo Aguilar博士自1986年起在欧盟委员会研究总署任职，主要负责欧盟科研框架计划的筹备、完善和执行，同时协调科研部门与欧盟其他部门合作。现任欧盟委员会生物技术部主任，主要工作是通过第七框架计划的R&D活动促进欧洲基于知识的生物经济（KBBE）的发展。在此之前, Aguilar曾是国际合作计划（INCO）的负责人，生物技术与应用基因组学部门负责人，“细胞工厂”部门负责人，生命科学示范项目部门负责人。

Iain Gillespie
Iain Gillespie is Head of the Organisation for Economic Cooperation and Development’s (OECD) Science and Technology Policy Division. The Division works with the 30 OECD member countries as well as some 70 non-members to develop international consensus on a wide range of scientific andtechnological policy issues, including those related to emerging technologies such as nanotechnology and biotechnology. The Division is also responsible for OECD’s work on innovation policy and concomitant country studies. Iain was previously Head of the OECD’s Biotechnology Division, from its creation in 2005 to its incorporation in the current Science and Technology Policy Division in 2009. Iain worked in academia (UK and Middle East) and in the biotechnology industry (Agricultural Genetics Co Ltd, Cambridge) before joining government service in 1991. He held policy posts in the UK Departments of the Environment, of Health and of Trade and Industry as well as in the Cabinet Office where he ran a small policy unit in support of the UK’s Chief Scientific Advisor (the now Lord May) developing advice on issues as diverse as climate change, human cloning, the use of scientific advice in policy making and risk. Just before joining OECD, Iain ran the highly successful Pharmaceutical Industry Competitiveness Task Force (PICTF), reporting to the UK Prime Minister. Iain is a scientist by training with a PhD in Microbiology. He also holds an MA in International Relations and European Politics and an MBA with specialisms in knowledge management and innovation. He was educated at the Universities of Edinburgh, London and Kent at Canterbury, as well as the Open University in the UK, and prior to that at George Heriot’s School in Edinburgh. Iain is a member of the GlobalScot network.
